A bill of sale in Arizona is a written record of a private sale. It proves a change in ownership and includes:

• Contact information for the buyer and seller
• Description of the item being sold
• Purchase amount and date

• Signatures from both parties

Common uses include:

• Private vehicle sales
• Buying or selling a used boat or trailer
• Firearm transfers between individuals
• Selling secondhand equipment or electronics

Although not always required by law, a bill of sale is useful when applying for a title, registering property, or protecting yourself in case of a dispute.

You’ll likely need a bill of sale in Arizona when:

• Transferring a vehicle, and the buyer needs documentation for registration or emissions testing
• Registering a boat through the Arizona Game & Fish Department (AZGFD)
• Buying a trailer, especially when no title is provided
• Privately selling a firearm, to show proof of lawful transfer
• Documenting valuable personal items sold to individuals

If you’re buying or selling through a dealership, the dealership usually handles all paperwork. For private sales, this document becomes more important.

Not in most cases. Arizona generally doesn’t require bills of sale to be notarized. But there are some exceptions:

• Vehicles: Notarization is only required if the seller gives someone else power of attorney to sign. In that case, use Form 48-1001.
• Boats: No notarization is needed, but the Arizona Game & Fish Department requires an official bill of sale with complete vessel details.
• Firearms: Notarization isn’t mandatory, but you can include a notary or witnesses to show that the sale followed Arizona gun laws.
• Trailers: Title transfers for trailers follow similar rules as vehicles—no notarization required unless using a power of attorney.

Vehicles and Motorcycles

• Arizona requires buyers to register the vehicle within 15 days of purchase. Late fees apply after that.
• Sellers must file a Sold Notice within 10 days to avoid liability for tickets or accidents.

• Title transfers must happen in person at anMVD office or an authorized third party.
• Emissions testing is required in certain metro areas like Phoenix and Tucson. Check emissions rules.

Boats

• Arizona requires registration for all motorized watercraft, except watercraft used only as a lifeboat, including jet skis.
• The Arizona Game and Fish Department handles all boat registrations, not the MVD.
• Your bill of sale should include:
  • Hull ID (HIN)
  • Make, model, and year
  • Sale price and date
• For used boats, complete Form 1532 from AZGFD.

Trailers

• All trailers in Arizona must be titled and registered through the MVD. Trailer registration requirements
• Permanent registration is available for non-commercial trailers under 10,000 lbs.
• If the trailer has never been titled in Arizona, a Level I inspection may be needed.

Firearms
