What Is a North Carolina Bill of Sale?

A North Carolina bill of sale is a legal document used to prove the transfer of ownership of personal property. While not always mandatory, it is often required for registration and serves as legal evidence of the transaction.

A valid NC bill of sale typically includes:

  • Buyer and seller information and signatures
  • Property description (make, model, year, VIN/HIN/serial number)
  • Sale price and date
  • Optional notary acknowledgment (recommended but not required)

When Do You Need a Bill of Sale in North Carolina?

You may need a bill of sale in the following cases:

  • Vehicles: Required for dealer sales, but not private-party sales. Buyers must register vehicles within 60 days at a license plate agency or by mail. Annual safety inspections are required, and emissions inspections apply in 19 counties for vehicles that are less than 20 years old.
  • Boats: Required if a title isn’t available. Boats must be registered with the NC Wildlife Commission. Vessels under 14 feet don’t need a title but must still be registered. Fees range from $35–$90 annually, depending on length.
  • Trailers: Required for all trailer registrations. Trailers must be titled and registered with the DMV unless exempt (certain farm trailers). Annual safety inspections are required if the combined weight of the trailer and cargo is more than 4,000 pounds.
  • Firearms: Not legally required but strongly recommended to document the transaction. North Carolina requires a pistol purchase permit or concealed handgun permit for handguns, while long guns may be transferred without a permit.
  • Motorcycles: A bill of sale is optional but useful. Registration requires the title, odometer disclosure, and proof of insurance meeting NC minimums.

Does a North Carolina Bill of Sale Have to Be Notarized?

Notarization is not required in North Carolina, but it can provide extra protection by verifying the parties’ signatures.

  • Vehicles: Not required for private sales, but the Title Application (MVR-1) must be notarized.
  • Boats: Not required, though some handwritten bills of sale are notarized by default when filed.
  • Trailers: Not required; DMV handles verification through title application and inspection.
  • Firearms: Not required; firearm transfers are instead regulated through permits and background checks.
  • Motorcycles: Not required, though recommended.

North Carolina-Specific Rules & Tips

  • Vehicle insurance minimums: $50,000 per person / $100,000 per accident for bodily injury, and $50,000 for property damage. Proof of insurance required at registration.
  • Vehicle registration: Tag & Tax Together program combines vehicle property tax with annual registration.
  • Boat exemptions: Boats under 14 feet don’t require a title, but registration is still mandatory.
