A Pennsylvania trailer bill of sale records a private trailer sale. Pennsylvania runs its title work through authorized agents rather than a public counter, and that shapes everything about the process.

Because a low one has to be explained. Where the purchase price is less than 80 percent of average fair market value, both the seller and the purchaser must sign and have notarized a verification form setting out in detail why.

The same applies on a different footing to an older trailer, where a vehicle over 15 years old sold for less than $500 needs an explanation of how the price was determined.

The department is blunt about what happens if either party refuses. Where the purchaser or seller will not complete those sections, the issuing agent must refuse to complete the transaction, and the incomplete application must not be submitted.

The forms are restricted

The vehicle sales and use tax return, used with a Pennsylvania title, is only available from authorized agents of the department. The same is true of the certificate of title application used with an out-of-state title.

A notary is built into the system

Agents themselves are commissioned notaries or have one available, since assignments and applications turn on notarized signatures.

An identification tracing may be needed

A tracing of the identification plate must be attached to the reverse of the white copy of the title application where a resident acquires a new trailer, or a used one from a non-resident.

Weight gets verified

On a truck the gross vehicle weight rating has to be verified by an authorized Pennsylvania notary public or a certified inspection mechanic, which is the same route a trailer file follows for its identification check.

Plates come off and go back

After the title transfers, the seller removes the plate and returns it to the department’s return tag unit unless it is being moved to another vehicle.

Gifts need their own affidavit

An affidavit of gift is completed by every transferor and transferee and attached to the title application where a gift exemption is claimed.

One applicant per application

The certificate of title application does not allow reassignment to a second applicant. Any onward transfer waits until the Pennsylvania title has issued to the first.

Agent fees sit on top

Authorized agents are under contract with the department and may charge a market-driven service fee in addition to the statutory fees, so the counter price is not the whole cost.

Find your agent before you find your paperwork.

1. Agree the price and record it, with the reason if it sits well below book value.
2. Locate an authorized agent, tag service, or dealer who can supply the restricted forms.
3. Have the seller complete the assignment on the title, notarized where required.
4. Complete the verification of fair market value form if the price triggers it.
5. Submit everything through the agent with proof of insurance and payment.

Statutory fees and agent service fees are separate and change from time to time, so confirm current figures before you go.

Cover the year, make, and identification number, the purchase price, the date of sale, and both parties’ names, addresses, and signatures.

Keep your receipt and your cancelled cheque with it. The department tells purchasers to retain those alongside the title application, and they are what support the figure if the Department of Revenue audits the sale later.

Each party keeps a copy.
