Free West Virginia Trailer Bill of Sale Template

A West Virginia trailer bill of sale records a private trailer sale. The state publishes its own version as form DMV-7-TR, headed as a bill of sale for a motor vehicle, trailer, or boat, with notarization required.

Below half of book value. Where a vehicle is bought from an individual at a price below 50 percent of the current clean loan book value, a notarized bill of sale signed by both parties must accompany the application.

Without it, tax is automatically assessed on the full book value instead of what you paid. Above that halfway line, the 6 percent titling tax runs on your declared purchase price.

One category ignores the price altogether. Anything two model years old or newer, bought from someone other than a registered dealer, is taxed on book value regardless.

The state’s own form is unusually candid about its own limits.

It does not move ownership

The form states that the ownership status of the vehicle, trailer, or boat will not change until the buyer applies for and is issued a certificate of title.

Complete it fully, then notarize

Seller and buyer must complete the entire document, sign it, and have it notarized. The notary block is subscribed and sworn.

The odometer section skips trailers

That part of the form is marked as required for motor vehicles only, so a trailer sale leaves it alone.

Both parties sign the title too

To title a used trailer you need the previous owner’s title properly reassigned, with both seller and buyer signing the back of a West Virginia title.

Out-of-state titles need care

The previous owner signs as seller, and the new owner’s name and address must be clearly populated on the face of the document before it is submitted with the title application.

Gifts have their own affidavit

Where ownership passes for no monetary or physical consideration, the seller completes an affidavit of transfer without consideration, signed by both parties.

False swearing on the application

The title application is certified under penalty of false swearing, and the form cites the state’s own law on fraudulent applications directly.

Liens cost extra

Alongside the six percent tax and the title fee, a lien fee applies where the trailer is financed.

Assembled trailers have a form

A separate departmental form covers the construction of an assembled trailer, which is the route where you built rather than bought.

Work out where your price sits against book value first.

1. Check the clean loan book value for the trailer before you settle on a figure.
2. Complete the state bill of sale in full with the seller.
3. Sign it before a notary, both of you.
4. Have the seller reassign the title, with both parties signing the back.
5. Submit the title application with the tax, title fee, and any lien fee.

Rates and fees are set by the state and change from time to time, so confirm current figures before you go.

Give the year, make, body type, model and colour, the title number and identification number, the sale price, the date, and both parties’ printed names, addresses and signatures.

Print the names in full rather than abbreviating. The document is sworn before a notary, and the names on it have to match the title work that follows.

Each party keeps a copy.
