An Iowa room rental agreement is a written contract for renting one bedroom in a shared home. Iowa is unusual in that its landlord-tenant law actually has a word for this arrangement: a roomer.

Under the Uniform Residential Landlord and Tenant Law in Chapter 562A of the Iowa Code, a roomer is someone occupying a dwelling unit that lacks a major bathroom or kitchen facility, in a structure where one or more of those facilities are shared with other occupants. The Code spells out what counts: a bathroom means a toilet, or a bath or shower, and a kitchen means a refrigerator, stove, or sink.

Because it decides how fast the arrangement can end. Where a rental agreement does not fix a definite term, Chapter 562A makes the tenancy week-to-week for a roomer who pays weekly rent, and month-to-month in every other case.

That difference matters. Either party can end a week-to-week tenancy on at least ten days’ written notice, while a month-to-month tenancy takes at least 30 days’ written notice. Someone renting a room and paying by the week can therefore be gone in ten days unless the agreement says otherwise.

Chapter 562A also lists the arrangements it does not govern, including transient hotel or motel stays, occupancy tied to employment, and residence at an institution. Renting a spare bedroom in a private home is not among the listed exclusions.

An Iowa room rental agreement sits inside a fairly detailed statutory framework.

Late Fees Are Capped by Statute

Where rent is $700 a month or less, the agreement cannot provide for a late fee above $12 per day or $60 per month in total. Where rent is above $700 a month, the ceiling is $20 per day or $100 per month. These are among the few hard numbers in the Code, and an agreement that exceeds them is providing for something the statute forbids.

Utilities Must Be Explained Before Signing

The landlord must fully explain utility rates, charges, and services to the prospective tenant before the rental agreement is signed, unless the tenant pays the utility company directly. In a shared house where one meter serves everyone, this is the conversation that prevents most later arguments.

Disclosure and Entry

The landlord must disclose in writing, at or before the tenancy begins, the name and address of the person authorized to manage the premises and of an owner or someone authorized to receive notices. Rent increases need at least 30 days’ written notice. Except in an emergency, the landlord must give at least 24 hours’ notice before entering, and may enter only at reasonable times.

Terms the Agreement Cannot Contain

A rental agreement cannot make either party waive rights under the chapter, authorize a confession of judgment, agree to pay the other side’s attorney fees, or limit liability arising under law. Where a landlord willfully uses an agreement containing provisions known to be prohibited, the tenant may recover actual damages plus up to three months’ rent and reasonable attorney fees.

Two months’ rent is the ceiling. Iowa caps a rental deposit at two months’ rent, and the deposit must be held for the tenant in a federally insured bank, savings and loan, or credit union, never commingled with the landlord’s own money. Interest earned during the first five years belongs to the landlord.

The return clock starts on two events, not one: the tenancy ending and the landlord receiving the tenant’s mailing address or delivery instructions. Within 30 days of the later of those, the landlord must return the deposit or give a written statement of the specific reason for withholding, specifying the nature of any damage.

Withholding is limited to unpaid rent or other funds due, restoring the unit to its condition at the start of the tenancy with ordinary wear and tear excepted, and expenses of recovering possession from a tenant who does not surrender in good faith. In a dispute the landlord carries the burden of proof.

Miss the 30 days and the landlord forfeits all rights to withhold any portion. Bad faith retention adds punitive damages of up to twice the monthly rent. If no address reaches the landlord within a year, the deposit reverts to them. Figures and deadlines are set by statute and can be amended, so confirm the current text before relying on one.

For an Iowa room rental agreement, the clauses that earn their place are:

• A definite term, so the weekly-roomer default does not decide it for you
• Any late fee, stated within the statutory ceiling for the rent band
• A written summary of utility rates and how the bill is split
• The deposit amount, and where the tenant should send their forwarding address
• Which spaces are private and which are shared, including storage and parking
