If you have watched the Scout mature, describe the change. That trajectory is often the most useful thing a reference can offer.

Pick two or three points that genuinely fit what you have seen, rather than working through all twelve. A single account of a Scout being trustworthy when it cost them something says more than a paragraph confirming they are trustworthy, helpful, and kind.

Everyday settings are the strongest evidence. How a Scout behaves at work, at school, or at home tells a board more than how they behave at a court of honour, precisely because nobody is watching for it.
