A North Carolina motor vehicle power of attorney appoints someone to sign any certificate of title covering your vehicle. The Division of Motor Vehicles publishes it as Form MVR-63.

Form MVR-63, revised April 2026, sets these requirements.

Buyer, Seller, or Legal Owner

On the form, the person granting the power marks whether they are the buyer, the seller, or the legal owner of the vehicle.

What the Attorney May Sign

The attorney may sign any certificate of title covering the vehicle to transfer title, apply for a duplicate title, or apply for a new certificate of title. In turn, the grantor ratifies and confirms whatever the attorney does under that authority.

The Appointment Is Irrevocable

The form uses the words authorize and irrevocably appoint. Consider that carefully before you choose your attorney.

Not for Lienholder-Held Titles

MVR-63 may not be used when a lienholder holds the title. Titles held by a lienholder, physically or electronically, require Form MVR-63A, the Secure Power of Attorney.

Does a North Carolina Motor Vehicle Power of Attorney Need to Be Notarized?

Yes, on the DMV’s form. MVR-63 ends with a notary certificate stating that the principal personally appeared and acknowledged signing voluntarily, for the purpose stated, and in the capacity shown.

The notary adds a signature, printed name, commission expiration date, and seal. Beside those, the form records the date, county, and state of the acknowledgment.

Tip: Check who holds your title before you sign a North Carolina motor vehicle power of attorney. If a lender holds it, you need MVR-63A instead.
